Baltimore Local Contractor Development Program

The Small Business Resource Center has developed the Local Contractor Development Program (LCDP) to support the participation of minority-owned and women-owned business enterprises in all Baltimore City construction projects and beyond! Baltimore City and the LCDP are dedicated to helping MBE/WBEs expand and grow their businesses through educational opportunities, technical assistance, resources, and networking events.

If you are a minority or women-owned business enterprise in the construction industry, NOW is the time to take full advantage of the multi-million dollar contract opportunities with the Department of Public Works (DPW) and the Department of Transportation (DOT). DPW has implemented the Wet Weather Consent Decree Program, which will spend approximately $1 billion over a 14-year period to upgrade its sewer system. In addition, DOT will spend over $100 million in design and construction projects in the upcoming fiscal year.

Baltimore City is committed to ensuring minority and women enterprises participate in its procurement process to the highest levels in the City’s history.
